Alternative Controller team roles and responsibilities

The traditional controller team for each sector is one planner, who plans flights into and out of the sector, and one tactical controller, who communicates with aircraft and maintains separation. With new concepts and tools, alternative controller team organisations could be considered, such as single-person operations or multi-sector planners who support a number of tactical controllers.

With potential future automated tools that aim to provide coordination support between sectors and support for separation within the sectors, as well as other concepts that can increase the predictability of flight routes, alternative controller team organisations may provide better use of resources, increase capacity and improve flexibility and cost efficiency.

Early validation is currently underway. Validation is expected to be completed in 2018.
